UPS Rate Hikes in 2027: Impact on Canada's Small and Medium-Sized Businesses

UPS Rate Hike in 2027: A Canadian Small Business Prepares Its Packages Ahead of the December 21, 2026, Effective Date

UPS is implementing a net average increase of 5.9 % to its daily rates for 2027, effective December 21, 2026. This is two weeks earlier than in recent years, and two weeks before FedEx, which will apply the same average rate of 5.9 % on January 4, 2027. Three other changes accompany this increase: fuel surcharge tables will change on November 2, 2026; the minimum billable weight for additional handling will increase from 40 to 50 lbs on December 21; and paper shipping documents will incur a fee starting January 4, 2027.

For a Canadian small business, the date matters more than the percentage: December 21 falls right in the middle of peak season, while peak surcharges are still in effect.

Important note: The figures below are taken from UPS’s announcements regarding its U.S. daily rate tables, published during the week of October 19, 2026. UPS Canada publishes its own Rate & Service Guide; as of October 28, 2026, the current Canadian guide is the one dated September 6, 2026, and no 2027 guide had been published yet. Historically, UPS Canada’s daily rates take effect in late December (December 22, 2024, for the year 2025).

By how much will UPS rates increase in 2027?

The announced increase is a net average of 5.9 Q1-Q3 applied to the daily rates for Ground, Air, and international services. The published Small Business Rates increase by 4,5 % December 21, 2026, with a fuel surcharge of 5 % applicable to the domestic and international fares in this fare schedule.

The word «average» says it all. A general rate increase is an average calculated based on thousands of rate cells: weight, zones, and services. Your actual rate increase depends on your mix of shipments, and three factors consistently push your rates above the average.

The minimum fees are also rising: a lightweight package billed at the minimum rate absorbs the increase without any discount. The lists of ZIP codes Zone and sector overload limits are revised on December 21, and a route that changes categories can jump well beyond 5.9 %. Finally, the accessories generally rise faster than base rates, and the fuel surcharge makes the whole thing even higher.

The only factor working in your favor is the structure of your agreement. A discount expressed as a percentage of the published rate keeps pace with the increase and provides you with some protection. A discount expressed as a fixed dollar amount does not keep pace: in that case, your actual increase is worse than the published increase. Check which type you have before doing anything else.

When does each change take effect?

Four dates to mark on your calendar. The first three are before the 1ster January.

Effective Date Change Scope
November 2, 2026 New fuel surcharge tables Ground, Ground Saver, and Domestic Air (United States)
December 21, 2026 Overall increase of 5.9% Q3 (daily rates) Ground, Air, International Services
December 21, 2026 Small Business Rates: +4.5 % Published Rate Schedule for Small Businesses
December 21, 2026 Additional handling: minimum billable weight of 40 lb to 50 lb Any package that triggers an overload
December 21, 2026 Revision of ZIP Code Lists (Zones and Sector Overlaps) Reclassified Routes
December 21, 2026 New peak-hour rates based on the origin ZIP code Ground and Ground Saver, eligible customers
January 4, 2027 Paper documents subject to a fee: 5 $ US per package (air freight), 10 $ US per package (Ground and 3 Day Select) Shipments with a paper document

Two fair caveats. The amount of the new peak season surcharges and the complete list of affected ZIP codes had not been published as of October 28, 2026: UPS announced that details would be available in early November. And the revised ZIP code lists had not yet been detailed either.

Why Does December 21 Change Everything for a Canadian Small Business?

A rate increase that takes effect after the holidays is quietly being prepared in January. A rate increase that takes effect on December 21 is paid immediately, based on the most expensive volume of the year.

Everything you ship with UPS between December 21 and 31 will be priced according to the 2027 rate schedule, while peak-season surcharges remain in effect. Your most expensive shipping week of the year will also be your first week under the new rates. If you bill your customers for shipping based on a fixed rate table, that table will already be out of date by December 21.

For a Canadian shipper using two carriers, the two-week gap between UPS (December 21) and FedEx (January 4) creates a real—albeit temporary—window of opportunity. If your rate comparison is automated, the switch happens automatically; otherwise, it’s worth doing it manually for those two weeks.

Which surcharges are increasing faster than 5.9 %?

The change that's easiest to overlook is also the most costly: the The minimum billable weight for additional handling has increased from 40 lb to 50 lb December 21, 2026.

This surcharge has a minimum billable weight. If a package triggers the surcharge but weighs less than this minimum, it is billed as if it weighed the minimum. By raising the threshold from 40 to 50 lbs, any package that triggers the surcharge and weighs less than 50 lbs is now charged as if it weighed 10 lbs more than before—even before the 5.9 % rate is applied.

A concrete example: A 38-pound package in an oversized box—which triggers additional handling due to its dimensions—was billed at 40 pounds. In 2027, it will be billed at 50 pounds, representing a 25 % increase in billable weight. If this type of package accounts for a significant portion of your volume, model this line separately: repackaging is the most cost-effective lever at your disposal this quarter. Our articles on Additional handling fees in Canada specify the size limits that must not be exceeded.

Visit fuel surcharge This also deserves your attention for scheduling reasons. It applies as a percentage of the base rate and most surcharges: changing the table changes the multiplier for everything listed below it. Since the rate adjustment takes effect on November 2 and the general rate increase on December 21, your November bills already reflect part of the 2027 cost structure. If you’re comparing «before» and «after,» use an October bill as a reference, not a November one. Our guide on the Fuel surcharges in Canada explains how this calculation affects the cost per package.

UPS or FedEx: Which One Will Grow the Most in 2027?

Both carriers reported the same average. The difference lies in the schedule and the amenities.

One detail is of particular interest to Canadian shippers: Effective January 18, 2027, FedEx is expanding its residential delivery surcharge to eligible international express package and freight shipments to certain destinations, including Canada. If you receive shipments from the United States to residential addresses in Canada, this line item will appear on your invoices. What should a Canadian small business do before December?

The window of opportunity is short, and the work that pays well is limited.

  • Find an October invoice to use as a reference, before the fuel rate adjustment on November 2, and calculate your actual all-inclusive cost per package, per service, and per zone.
  • Count your packages weighing less than 50 lb. that require additional handling. Each item you remove from the excess baggage by repacking saves you the fee and the minimum weight of 50 lbs.
  • Check the structure of your discounts : a percentage of the published rate or a fixed amount in dollars. This answer determines whether the published increase is a cap or a floor for you.
  • Switch to electronic business documents before January 4, 2027. This is the least expensive item to correct on the entire list: electronic documents are free and clear customs faster.
  • Ask for the original ZIP code that appears on your labels—especially if a logistics partner is shipping on your behalf—and compare it to the peak season rate schedule when UPS publishes it.
  • Review the shipping fees charged to customers in December, not in March, after using up two months' worth of buffer.
  • Check your first two 2027 bills line by line. Rate schedule changes are when billing errors tend to occur: wrong zone, wrong surcharge, wrong billable weight. Credits are available, but only if you request them within the carrier’s dispute period.

If you're negotiating a deal this year, keep in mind that the general price increase also makes this the best time to do so: our Guide to Negotiating Shipping Rates outlines the required volumes and the surcharges that should be prioritized.

Key Takeaways

Two carriers reported 5.9 %, and five weeks of fluctuations around that figure, which often carry more weight. The SMEs that made it through 2027 without a hitch aren’t the ones that negotiated the hardest in December—they’re the ones that knew which of their packages would be subject to rate adjustments and adjusted the packaging and origin before the rules changed.
